It's not possible for JPEG. After you rotate or flip the image, it must be resampled to have a new JPEG, unless you can find a compression ratio to make the size look like the same or working on the raw image directly.

You gotta remove all the zh-TW resources under /System/Liberary/Frameworks/Foundation.framework (probabily AppKit.framework as well, confirmation needed)
